For EU countries bordering Russia and Belarus, the emphasis has been on export control, significantly increasing the workload for customs due to the sanctions. Estonian customs, for instance, reported that 66% of their workload is now sanctions-related.

Coordination between EU members is paramount, to avoid increasing the burden on border countries through carelessness in larger shipping markets not sharing a border with Russia or Belarus.
